No reservoir — Edmonton's defining vulnerability
Edmonton is one of the largest cities in Canada with no source water reservoir. The North Saskatchewan River is the sole intake for both EPCOR treatment plants, and the city holds only approximately 72 hours of treated water in distribution reservoirs.
This means any disruption to the NSR — a contamination event, an upstream industrial spill, a prolonged low-flow drought, or a wildfire turbidity event in the headwaters — translates directly and immediately into a supply crisis with no buffer.
The NSR carries agricultural runoff, upstream municipal discharges, and drainage from the oil sands region north of Edmonton. Water quality at the intake varies significantly with season and upstream conditions.
Wildfire & the North Saskatchewan headwaters
The North Saskatchewan originates in the Columbia Icefield in Jasper National Park, flowing ~1,200 km through Rocky Mountain foothills before reaching Edmonton. The upper watershed passes through some of Alberta's most active wildfire terrain.
The 2023 wildfire season — which forced the evacuation of Yellowknife and threatened Jasper — caused turbidity spikes in Rocky Mountain rivers that required operational adjustments at treatment plants drawing from fire-affected watersheds.
Post-fire turbidity events can be severe: ash and debris loads increase dramatically with rainfall in burned areas, sometimes for years after a fire. Edmonton's no-reservoir design provides no buffer against extended high-turbidity intake conditions.
